How to report a buyer I blocked, but created another account.

Did eBay do away with reporting buyers you have blocked that create a new account and purchase an item from you?

You can still report the buyer from the pull down on the Order in the Orders tab in Seller Hub.

What we were instructed to do several years ago was, report the buyer and cancel the transaction using Problem with Address.

I forget the name of the blue (since moved on), that gave those instructions though I bet other members would remember.
