You only have 1 listing for a cheap key chain, it wouldn't be worth promoting.

To promote your listing you have to pay "extra fees" on the total sale (purchase price + shipping + sales tax) when you items sells.   You decide what percentage you want to pay.

I doubt that you will see an option to promote until you have sold a few things.
