I'm based in the USA and sold a $250 small appliance to a buyer in Canada via GSP. Everything shipped fine and was delivered. Now they opened a return request saying they ordered it by mistake, and the box is unopened.
Is this considered buyer's remorse and if so, are they responsible for paying the international return postage (27 lb package)? Seems like a rather costly mistaken order, but I just want to make sure I don't do or pay for anything I don't have to considering the circumstances of the return.

The buyer will pay for international return shipping. You'll only have to refund the item price. They may change their mind about returning when they realize how costly it will be. The GSP won't refund the international shipping cost they paid.

They won't refund the international shipping portion OR the import fees paid. You might want to let the buyer know that.
