Right now, payments to me for my goods holds temporarily in a PayPal account and then is sent to my bank via my debit card each day. I don't want the system to do that. I want to control when it is sent to my debit card or bank account. I want the money held in my PayPal account until I decide to send it out. I have not been able to figure out how to set that up.

PayPal isn’t used anymore for seller payouts since about 2018.
Did you sign up with managed payments? If you did, you know your payouts go to your checking account, not PayPal.
If you want your money to go to your PayPal account, you’ll need to do that yourself through your bank account.

you can not have any payment sent to PayPal or a Debit Card.
MP sends all payments to a checking account / bank account with a routing number.

Have you not signed up for managed payments? PayPal is no longer used to receive seller funds and you have to set up a bank checking account to get paid.
Also, it looks like you are a new/returning seller and as such ebay is going to hold your funds for up to 30 days until you complete enough good transactions so ebay trusts you as a seller again.

You could probably hold the money in spendable funds:

Then do a payout on demand when you want money sent to your bank/debit card:

The majority of sellers were transitioned to Managed Payments by the end of 2020, the stragglers were added in 2021 with the transition essentially completed by the Fall of 2021.
