How to contact an eBay agent if I am not in US?

Hi, my name is Andrew and I am a seller in Hong Kong. Recently I have a problem about returning an item from the buyer and I need an assistant from eBay. However, I found that the online agents are no longer exist. Instead the eBay agent will call me by phone. Since I am not living in US nor Canada, I can't contact them anymore. How do I do? eBay doesn't support overseas sellers anymore? Please help.

I am in Canada and my last discussion with an eBay rep was done entirely through a Facebook Chat/Messages.

Say that you are in Hong Kong.  (BTW, it may be worth asking if there is a rep whose first language matches yours. They can't say yes if you don't ask.)

The phone reps have a terrible reputation for getting you off the phone as soon as possible even if that means giving you the advice you want to hear instead of the advice you need to have.

The social media Chat accounts are covered by trained eBay employees with some authority.
