How to change the Account type

I am tring to change my account type to business Account and found this text below from help but there is no button EDIT in my Account Type which is Not defined, so I can not click the Edit link. What shold I do.

To change your account type from individual to business:

1. Go to My eBay > Account > Personal Information.

2. Next to Account Type, click the Edit link.

3. Enter your business name and click the Change to Business Account button.

4. Make sure you update your registered name with a personal contact name.

You are not able to sell here, you are in Sri Lanka and your government prohibits you from receiving funds via Paypal so you are breaking the laws in your country
