How to block international buyer with non-US paypal, and US address from bidding?

I have my Paypal/Ebay settings specifically set to NOT allow international buyers. The products I sell can't be shipped overseas. Yet I still get people in China/overseas bidding on items, and then say they have a USA address to ship to. But they can't pay with paypal, since I blocked all international countries.

Does Ebay not have any option to turn on, to block people with non-US paypal accounts, from bidding in the first place?

Go into paypal and block all those with foreign currency and a non US paypal account.

It should have read - You cannot stop them from bidding, but they cannot pay.

@supeslid_0  Apparently eBay does not have the kind of block you want.  They base it on the US address regardless of where the Buyer is from.  While many Sellers are fine with selling to foreign buyers with forwarding companies some, like yourself, may not want to do that.

Well there is one thing.

Used fixed prices immediate payment required.

And since they cannot pay the listing will go on uninterrupted.
