@knifeaholic Not sure if you are trying this via Seller Hub or your Classic Active list page ... if you can find the latter then over on the LEFT is Manage my Store, click that. Next you will open in Selling Manager and over on the LEFT in blue is Edit Store, click that.
The next screen is the store Edit screen and the background has a little icon in the upper righthand corner if memory serves, click that and add your banner.
Now, did you size the banner per their "X" x "y" pixel size? I think they have it set for 1200 x 270 but when I first did mine I found it would not take it soe I changed the size to just under thier limit at 1190 x 265 and it works everytime. If you need help getting yours size right let me know ... I use Paint to create mine.
@knifeaholic Meant to add once you get the banner in there you can scroll down & Preview then when satisfied scroll down again and Publish ...

You need to find the "Manage Store" link in the Short cuts tile on Seller Hub OR if you use the classic My eBay format its "Manage my store" over in the left gutter in blue.
After you click that you will go in to Selling Manager and in the upper left hand side of the page int he gutter is "Edit store" - click that.
The next screen will have the store front and the banner area with an Add image feature. You can also select the four items you wish to highlight below that ... once you add the banner or make any other changes scroll down and either Preview or Publish the changes.
