OK, I have been on eBay for quite some time. I have a nonpaying bidder with quite good feedback. He said he could pay the following Saturday after the end of the auction. I said no worries. Now I am on Monday and no answers to my messages and no payment.
Give him more time or relist it or offer it to the bidder who missed it by a whole dollar. Any input ?

You should always follow the policies on here. Wait the 4 days and then cancel so you get all of your fees refunded plus buyers gets the unpaid item ding on their record. Your item sold once, and it will sell again, perhaps for a higher amount. Once the unpaid item process is completed then you can either offer it to the second highest bidder, that will give them 24 hours to reply. If they also don't want it, then you can relist again. He has 4 days.
On the 5th day cancel the transaction. Reason: buyer did not pay
He will be given a "strike".
After 2 of these strikes sellers can block him from bidding/buying.
In the future if you want to avoid this,
Don't do auctions or best offers.
Sell buy it now/fixed price/immediate payment required.

So the buyer isn't paying? Nothing new here. Don't waste your time trying to get the money. They just may pay then after they receive it, return it costing you money. Cancel the transaction after 5 days, and relist it. Block the bidder now.

Cancel and block now. Don't give him another chance. Don't send an invoice as a reminder because it will reset the time back to 4 days to pay.

All buyers have good feedback, even the terrible ones, because it's not possible for a seller to leave a negative or neutral rating for a buyer, and if a seller leaves a negative comment with a positive rating, the buyer can get it removed.
As the others have noted, if a buyer doesn't pay within 4 full days (i.e., 96 hours), you can cancel the transaction citing "Buyer didn't pay" and this will void the transaction and give the buyer a nonpayment strike. THEN you can relist or send a Second chance Offer.
The leading bid in an auction is shown as one bid increment above the next-highest bid. That's why there's only $1 between the two highest bids. Your nonpaying winner might have actually bid much higher, but eBay only uses enough to keep him one increment ahead.

@moxiedrinker If it were me and I gave them the extra time to pay but 2 days later they have not paid I would process the Cancellation, add them to my BBL, and if the Second chance offer was available try that or simply Relist the item ... If you use the Second chance offer you can select the number of days the offer is good for ... I have one right now and I picked the 3 day option. After that I will Relist if it does not sell.

Sellers can choose the duration for a SCO, and they can send it to any underbidder, it doesn't have to be the highest one.

Yes, I'm aware of that. I was letting the OP know that because they have already spent time waiting, due to the auction and the unpaying buyer, they don't need to look at the SCO as yet more waiting because it can only be 24 hours.
