I had a buyer buy something on oct 15th. I’m working out issues with them. But are they still able to open a SNAD or try to return it after two months?

Using the MBG a buyer can claim INAD up to 30 days beyond the date shown as delivery.
Using Paypal a buyer can claim INAD up to 180 days beyond the date shown as delivery.
Using a CCCB a buyer can initiate a chargeback from any where up to 6months to 12 months depending on the card they used.

30 days past delivery date is the policy limit. If they call eBay to beg and plead, eBay sometimes allows them to open a return case but you will have the option to refuse the return with no consequences.

Are you trying to drag this out so long that the buyer can't get a refund through legitimate means?
Personally, my feeling is that if you're "working out issues" for 2 months, you haven't worked out anything and you should issue a refund! The buyer has been way too patient.

As others said, they cannot open a SNAD or return thru eBay now. But if they used PayPal to pay, their buyer protection terms allows 180 days to open a return claim. Or if they paid by credit card, they usually have 6 months to a year to contest the purchase thru their credit card company.
I see you accept returns up to 30 days. Why didn't the buyer request a return then?

If purchased through PayPal, the buyer may open a SNAD up to 180 days after the purchase date.
If purchased with a credit card or uses a credit card to fund a PayPal purchase, the buyer has a time limit imposed by the credit card company. Current time limits for the major cards are:
American Express: 120 days after the transaction appears on the buyer's billing statement.
Visa: 120 days after the transaction appears on the buyer's billing statement.
Mastercard: 120 days after the transaction appears on the buyer's billing statement.
Discover: 120 days after the transaction appears on the buyer's billing statement.
