I listed a phone this morning and sold it within hours to a user who is asking me to ship it today despite payment not being completed. That user's ID was changed today and has three different names/addresses for paypal, business address, and delivery address. This all leads me to believe that the account has been hacked and I'll never get paid. How long/what do I have to wait for to file an unpaid item report?

You need to wait 4 days (96 hours) to file the unpaid item case. Obviously, don't ship until you have verified that the payment is in your PayPal account.

For sellers in the US, an unpaid item claim can be filed if the buyer hasn't paid within 2 days (i.e., 48 hours). Here's the Help page about what to do when a buyer doesn't pay:

Your listing did not have "Immediate payment required" which IIRC can only be chosen by a seller when using the Advanced (not Quick) version of the listing form.

Changes of the user id doesn't mean too much. Its either paid for or its not. If after 48 hours (to the second) its not, open a UPI case and then close it in 4 more days and then relist (this time with immediate payment required).

Can I file for unpaid item even though it's marked as "pending/non-instant"?
Alternatively, can I just cancel the transaction before the 2 days and not owe any fees?

I had one of those recently. You can not file unpaid if payment is pending. After about 10 days, I got a notice that it was a fraudulant transaction, the buyer was NARU'd and I did NOT get my final value fees back. Mine was a low cost item.
