So I’m new to selling I got a guy who got a phone from me and new iPhone. First issue was he said he didn’t get the pack and it was marked as delivered and it was signed for but he still said he didn’t get it. Now he saying he has a the phone now 3 days later he’s saying that Verizon will not turn the phone on I asked him did he open the box he said no so I said send me a picture because I was going to do a return but he will not he’s asking me for the receipt for the phone I real don’t know why now he’s not responding to my messages. What do you think he is up to? Tell me what you think please

The buyer has 30 days after the date of delivery to file a claim through eBay.
They can file for 180 days through PayPal if they used PayPal to pay.
They can file for anywhere from 30 days to one year through their credit card if they used a credit card to pay. These days most CCs give a 60-90 day window to file.

The reason he probably wants the receipt is in case you have the IMEI number written down, which you should do if you sell cell phones. If the does successfully scam you out of the phone through one of any number of ways a buyer can use on eBay you can report the phone as stolen on the IMEI blacklist which disables the phone. The easiest way to get it removed from the blacklist is to have the receipt for the phone.
Smells like some type of scam to me simply ignore the buyer unless he opens a case then you can proceed from there. While they have 30 days to do so through an eBay case they have a longer period of time to open a chargeback with their CC company. That time varies depending on the CC company.
Phones are a HIGH value, HIGH target item for scammers especially when it involves new sellers.
