Is it 'illegal' or is it a contravention of eBay's rules?
Virtual items can be sold in the Classified section, but there are effectively no protections for buyers or sellers there.

Selling accounts is against the TOS of virtually all companies. While I guess it's not "illegal" per law, it IS against TOS for the account that's being sold.

A violation of a TOS or a User Agreement (and, hey, I'm not a lawyer here) would quite probably be a violation of contract law, not criminal law. Most TOS/User Agreements are considered a contract and contain language such as "XYZ reserves the right to pursue all available remedies for any violation of these terms and conditions."
So, yes. "Illegal" would be a pretty fair description.

Hi, you can sell some digital goods here but there are restrictions. Below is a link to eBay’s policy on it. It is likely that one cannot sell their account but i am not familiar with the rules regarding that. Good luck.
