Buyer bought the incorrect item, ebay's guaranteed to fit thing does not always work. Listed properly, he bought the wrong thing.
He returned the item, it was damaged in mail, it arrived on the 8th, and ebay said it was in transit so the funds were on hold forever to get refunded back to him. Now my item was completely damaged in the mail.
I find no place to file a claim, am i out of luck? I lost 200 dollars on shipping and my item which is now destroyed.

If the buyer used an eBay provided return label I don't think those come with any type of insurance (not sure). If the buyer used their own USPS label then it probably has at least the minimum $100 insurance that most USPS services offer. You might be able to file a claim for that with USPS.
If you were a TRS (Top Rated Seller) you might be able to deduct up to 50% but since you are not TRS that option which MIGHT be available to TRS would not be available to you.

You would file it with the carrier, not with ebay.

I have never had to file a claim on an item that was damaged in the return leg of the shipping process but as slippinjimmy noted there may be some issues since it was damaged on the return. Damage claims are tough to win with USPS but you can file a claim at the following. Hang onto the item and the return packing it was shipped in.
