How do I report a buyer

I would like to report a buyer for wasting my time & not paying for things like promised. I've also seen his feedback and he has done this to over 30 people but because it is in favour of the buyer it's all positive with very negative feedback comments which are all true and exactly the same scenario he has done to me. Why are eBay protecting & Not banning fraudulent & time wasting buyers like this. Would it not be better having a selling platform where buyers & sellers are banned and just leave the genuine people that aren't frauds or time wasters. Shouldn't sellers be able to leave negative feedback when they have done everything right & some idiot fraid has tried taking them for a ride where's the fairness is that. How do I report this buyer as he's getting away with it & it needs addressing so it doesn't happen to another seller. Thanks

You notify eBay when they don't pay by filing an unpaid dispute in the Resolution Center.

Are you unaware that you can open an unpaid item case if you have not been paid within 48 hours of the end of the listing/auction? You have 32 days to take this action.

That buyer then has a strike.  Two in 12 months will mean most smart sellers won't deal with him.

Buyers have not been allowed to be given any kind of FB except positive for at least 10 years, maybe more.

When a buyer receives that kind of FB, negative wording with a positive spin, he needs to report the seller.

Wording gets removed, positive green dot remains, seller gets a defect.

We all need to operate within eBay's rules, whether we like them or not.  When we signed up to sell here, we more or less agreed to do that.

That being said, during my tenure here it would seem that a *look the other way*  approach by eBay is afforded  NPWBs. Let's assume that as the OP's buyer has done this many times before, that at least five of their sellers have filed and unpaid item disputes.  And yet this individual is still bidding on ebay.   For years, I have wondered how much of a toothless lion  the three strikes, and you're out,, for non-paying bidders is actually enforced by ebay. NPWBs seem to be ubiquitous, and maintain free rein.
