How do I offer combined shipping automatically (without buyer having to ask for it)?

I've been a long time buyer from ebay, but I only recently started selling here.

 

When I buy multiple items from certain sellers, the shipping price in my cart automatically goes down. So for example, you can see that this listing has a shipping price of $20, but when I have multiple items in my cart, the price goes down.

So that's the behavior I want to have for my own listings. I followed the guidelines, and I set up a flat shipping rule that drops shipping of subsequent items by 80%.

That's all well and good, but when I try it out as a buyer, the discount is not applied, as you can see below:

There is a button to "Request combined shipping", but that's not what I want. I want the combined shipping discount to be applied automatically, as I have seen with other listings. How do I do that?

Using business policies is how I do it. When you create a shipping policy there will be a section with a checkbox or a dropdown for applying any shipping rules you've created in preferences.

Are you actually using Flat Rate shipping, or are you using Calculated Shipping?  I think you're using flat rate, but it's harder for me to be sure since you're shipping internationally to me.
