How do I issue a partial refund?

I shipped an item and the buyer recieved it. It was a bobblehead, slight damage from PO, I thought whatever I will offer a partial refund of $31. Item was $70. 

 

The buyer declines and says says he would accept $40, I say Ok and try to submit another refund request and eBay already has the funds on hold and is not allowed me to to do so. Ebay customer service reps have told me to call PayPal (which I have and understand that eBay has the ability to tell PayPal what to do with the money) .

 

paypal has also told me that I shouldn’t just directly refund the buyer $40 because they might still give the buyer back the full refund.

 

the buyer is getting irritated at me when all I want to do is provide a $40 refund.

 

i spent hours on the phone w eBay and PayPal trying to resolve this issue due to the complexities and failure to resolve the issue with the buyer directly as described in their policies I have cancelled 22 other open transaction and will not sell on eBay anymore.

 

how do I best resolve my current partial refund issue when the messages clearly indicate that the buyer is willing to accept $40?

How do I issue a partial refund?

Have you tried to refund through PayPal within the transaction? If there is a open case can you resolve the case by offering a refund through the case? If there is no case the buyer may have to open one and accept a partial refund.

It's not clear from your post, but has the buyer opened a Return Request with eBay?   Or, has your dealings with them only been via eBay Messaging?    Or, has the time for you to deal with the Return Request elapsed with no resolution so that a Case has now been opened for the transaction?

 

Since you say the funds received for the transaction have been frozen and you're not a new seller, it sort of sounds like the latter.   Have you tried accessing the transaction through the Resolution Center?  Are you not given the option to issue a partial refund there?

 

P.S.  You mentioned you had ended all your other listings and will no longer be selling on eBay.  You might want to double-check that as when I look at your ID there are still three items active.
