If the original payment went through PayPal, you can do a partial on PayPal.

Find the transaction in PayPal and click the refund button (you get to specify the amount on the next page).

You can't refund from eBay because eBay doesn't have the money.

thanks. I figured I could do it on PayPal but wanted to make sure that was proper for eBay's requirements.

(pkg damaged in shipping. I'm giving some $ back to compensate. Buyer is OK with that as resolution)

eBay doesn't have any "requirements" (except for 100% refunds), they don't care how much money you want to give back to a buyer since it doesn't cost them anything.

Make sure you change the original amout to the partial amout. I made that mistake before.
