How do I issue a partial refund, for overcharge to shipping?

I overcharged a customer for shipping, and I would like to credit them the difference.  When I go into Paypal, I see the sale, and the "Refund" button.  However, I don't see "Partial Refund".  I'm afraid if I hit refund, it will do just that.  Refund the entire amount.

Looked online, and saw multiple answers that indicated I should click the "Partial Refund" button.  There is none?

It's a multi-step process.

Hit refund.

Once on the refund page, you can input the exact amount.

You will then be able to choose an amount to refund.

Go ahead, hit the refund button.  It will bring up a screen where you can fill in the box with the amount you want to refund, e.g., all or just a partial refund.   When you do that Paypal will also refund some of the fees associated with the refund.
