Currently my account is below standard and my account was hit with selling restrictions do to claims of defective items. Based on my calculations I came to the conclusion that it is almost impossible for me to reach those goals as long as ebay wont allow me to list more items, edit current listings, or promote current listings. I called customer service and they were no help, just kept repeating the same line of the script over and over. I really try to do good business and most of the flaws towards my account were a result to this past holiday season during covid where I had alot of items that were never delivered because of the problems with the usps. Any help and suggestions are welcome. Thank you.

All you can do, if you want to continue selling here, is make sure all your transactions are perfect until you have enough to dilute the bad ones. And , yes eBay won't help and makes it seem impossible. I think they'd just as soon you leave as stay. Good luck.

As @rebell45 posted, that's all you can do..
If you have some smaller items you can take a loss on, perhaps price them well below others and try to sell several quickly.. That's only if you have some thing you can afford to take a loss on..

What does your dashboard tell you that your metric issues are? Typically, late shipping is not what causes your issues. INRs, INDs, etc are usually the culprit.
Your (2) negs have to do with a buyer alleging the Beyblade was fake and an out of stock item.
I would recommend that you make sure everything you have listed is "in-stock" and in your possession to ship as you cannot afford any additional issues in this regard while below standard. That, or you need to bite the bullet and order one from someone else, regardless of the price to ship to your customer. Out of stock is a big deal. The FB states it took you 2 days to figure out you did not have the item? Hopefully you are not drop shipping from someone/somewhere else.
And I would remove any listings that could create controversy.
As Pika suggested, you need to get your overall sales volume up to work to offset your metrics issues. Is this the first month you have been rated "below" or is it more than one? Good luck!

I would like to do that and have no problem taking a loss to get my rating back up, but they wont even allow me to edit my listing to lower prices. Its like they want me to do better to get back up to standard, but the restrictions they apply prevent me from doing so.

I've never heard of a restriction that wont allow editing..
A few questions: Have you registered for managed payments & entered your bank info?
Are you trying to edit from the seller hub?
Edit from the listing itself?
There are some accounts experiencing a bug, that's preventing edits but I don't know of any restriction that will prevent you from editing..

Yes I have been using managed payments since it was introduced. I usually go to the seller hub then select the listing I want to edit, after editing it gives me an error message regarding my seller level once I try to update. The CSR i spoke to yesterday also confirmed that I would not be able to edit my listings due to my seller level. I don't understand why they would do that.

They are limiting your sales, by number of items or dollar amount.
IDK what those limits are, those are your personal business but you should still be able to edit any active listings..
I'm not sure what the problem is that's not allowing you to edit- there is a known bug so perhaps your account is affected.

What does your dashboard on Seller Hub say? Did you have claims opened against you for Items Not Received or Items Not as Described? This must not be the 1st month you have been below standard?

Agreed. That is why we need the email he received and what triggered this initially. When you cannot edit or list, usually that is not the first month below standard or there is a suspension of some sort that triggered originally, etc. Really hard to know as it doesn't track what e-Bay typically does. Original OP says "defective items" - how many??
Of course, every day on here, we all see something new and think, "huh - when did that start"? So who knows. Just need better details - I do not see where the OP answered my questions from my earlier post.
