Underlining in text is done with the HTML beginning tag <u> at the start of the text to be underlined, and with the ending tag </u> at the end of the text. (That works the same way in posts here, although Khoros has added a "U" underscore highlighting option in their editing commands to add those automatically and make it a little easier to do so here.)
In the description editing window for your eBay listing, check the box for "Show HTML Code" at the upper right. Find the text that you want to underline, and type <u> at the starting point and </u> at the ending point. Un-check the "Show HTML Code" box, and your text should return to normal appearance with the underline in place.

Is it still possible to use a simple wysiwyg (what you see is what you get) html generator for this sort of thing?
When I sold here, I used to use the freeware Kompozer, and simply drop the 'html view' into the html box on the eBay listing form. It would include text formatting (paragraphs, fonts, bulleted lists, bold, colors, etc.) and photos (hosted elsewhere). It required no particular knowledge of html.
I am just curious, and wondering if eBay is stripping any of that out on the new sell form should one make use of such a program presently.

It might be worth a try. I verified my answer above by just using the Khoros interface here to add underlining to some text, then clicked on the HTML button here to see what coding had been added. (I saw "<u>" and "</u>" tags had been added, with no other changes.)
I then opened up one of my listings as if to revise the description, followed the "Show all options" link in order to get to the "Show HTML Code" checkbox, and used that HTML view to type in my own underscore tags.
I think a WYSIWYG HTML generator might work as long as its coding is all self-contained; i.e. it doesn't contain any shorthand coding references that are not defined within the document. I'm not sure how well that might work with alternate fonts, HTML entities or other more-advanced coding, because all the coding for listings appears to have been generated in-house by eBay, so who knows how compatible it really is with HTML documents generated elsewhere.
I would say that the simpler your enhancements are, the more likely they will be to work within the eBay page. I'm able to do point-size adjustments, face changes and a bit of color changes with no problems, so I can maintain the same listing style that I've had for years. I just want to keep my listings clean and legible; no one is going to buy my stuff simply because my text is in 16-point purple Palatino.
