How do I combine active listings and then send one offer to a buyer?

simplest way that I know of is to create a new listing with all the items, and have the buyer send you the offer.

@h13omer  - @buyselljack2016 is correct.

You can also have the Buyer make an offer on each item they are interested in and once they commit to the items, send a combined shipping invoice.
