When you set up the listing, use the advanced version of the listing form (also known as the "business tool.") rather than the Quick form. Then after you choose fixed price format (rather than auction) you will be offered the option to use the Variations format, so you can offer buyers various lengths.

No, it is not possible to change an active listing into a variations-format listing. Save one of the existing listings as a template, then you can revise it into variations. Or just leave both listings active instead of using variations, since there are only two options.
