All of this is so confusing. Any one have a simple explanation. I read one post saying some of the final value fee is based on shipping?

Final value fees are based on the total price of the sale: item cost + shipping + tax in the buyer's state.

FVF is based on the total amount the buyer pays. PERIOD. It doesn't matter how that payment breaks down.
If you buyer paid in total $100.00 you get charged FVF on $100.00.
It is IRRELEVANT how much of that was product, tax, shipping, import fees, etc.
They paid $100.00 you got charged based on $100.00.
eBay is providing a service and its fees are based on a percentage of what the buyer pays. It has nothing to do with how much winds up in your hands. PERIOD

There is no simply explanation because the formula is not simple.
Generally speaking, final value fees are generally 30 cents per transaction, plus a percentage of the total amount that the buyer pays (which includes the item price, the shipping amount, and any sales tax the buyer pays ).
But the percentage can vary based on a number of factors, such as category, the seller's store subscription level, the buyer's country of registration or shipping address, the seller's seller rating, and whether the seller has opted to pay eBay to promote his listing.

It is surprising to me that anyone, buyer or seller, who has been here since 1997 doesn't have a handle on final value fees.

Basically it's the cost of the item sold in your category. The FVF is determined by that percentage of:
What item sold for + Shipping paid by buyer+sales tax paid by buyer+.30.
If you are a top rated seller you get 10% discount of the fee amount once its' accumulated. It's broken down in your eBay seller hub for each sale for amounts.
