How come I can’t filter/block buyers that have too many cancellations, but ebay allows me to filter/block buyer with too many UPIs?

I would think that since unpaid items are tangible actions, with no financial outcome, and a cancelation is somewhat of an unknown that eBay may  view them as a future monetary stream.

I just had a buyer who messaged me "cancel item" clearly outside of their cancellation window. Obviously I'm "forced" to comply.

I just looked at their feedback page and see a bunch of feedbacks he left for sellers "Cancel Item Please." Also see a few feedbacks they received from sellers indicating that the sale was cancelled.

I don't need to be selling to people like this... so I wish ebay would allow me to block them from purchasing from me from the start.
