This is the most insane thing I’ve ever dealt with!! I shipped an item to a customer overseas and provided tracking and EBay just took $140 out of my account???!!!! I did what I was suppose to do. And paid $80 shipping!!! How can they take my money??

Well, tell us what happened. Did you fail to respond to an open case? Ebay just doesn't pull back payments for no reason.

Very easily if you don't take care of this issue correctly and jump thru the hoops. If you come back and be more specific, we can probably tell you why.

eBay takes the payment as soon as a dispute is filed. Who gets the payment is who wins the dispute. If the buyer wins it goes to the buyer. If the seller wins it's given back to the seller. You must respond to the dispute by entering the tracking # showing DELIVERED. You have to do it by 3 days. if you can't prove delivery eBay will give the buyer's payment back to the buyer. If you can prove delivery then when the case closes the payment will go back to you.

If you use ebay's GSP (Global Shipping Program) as soon as the tracking shows it was delivered to ebay's hub in KY you are in the clear.
Apparently you did not use ebay's GSP and shipped it on your own? Is there a tracking number? Does it show delivered?

When a buyer opens a request, please be aware that funds related to the sale will be put on hold. Once the issue is resolved, or we find it in your favor, the hold is lifted and the funds are available again. If you’re a managed payments seller, once a hold is lifted, you’ll receive your funds in your next payout.

maybe that was your monthly fees owed that they took out, I noticed you sold quite of few of those gun cases

All any of us can do is guess why Ebay did that. You haven't given us enough information so that we can accurately help you. We need the details of what happened or the possibilities of what happened are pretty vast.
So please take a moment and tell us more!

Easily:
You have agreed to their TOS upon your sign-up.
The system is mostly automatic; systematic. And lower reps simply recite a rehearsed script.
But, maybe there'll be some recommendations from other knowledgeable sellers, once they receive more info.
But things seem not to turnout very good for sellers that offten.
