Link a Payoneer account to eBay.

Then wait until eBay sends you an email saying you're all set. That takes 2-4 weeks after you successfully link Payoneer.

Sri Lanka has a terrible economy at the moment. You have our sympathy but this is not likely the way to improve your income.

Concur.  If money is tight - perhaps consider other avenues to generate revenues and keep your e-Bay ID for when things in your economy improve.  There is no "get rich" path by selling on this site - it takes a lot of time and investment in inventory to BUILD a business.
