I have an item with 100 units but don't want to sell more than 1 unit for the same buyer (or at the same purchase).

The complaint has been made so many times, by so many seller's and nothing has changed, nor will it, because the buyer is king and always will be with eBay and most other merchants - whether on line or not.
Like BM stores we have build in to our price a percentage to cover the occasional loss for fraud/shoplifting.

I sell items up to 10k with no issues. Scammers still make up a very small percentage of the overall sales. our experience of 2% shrink is average. Most businesses should be able to absorb 2% of sales for shrink.
No business has a zero shrink rate. If you had a B & M store your shrink would include things such as shop lifting, employee theft, bounced checks, and etc.
