I'm trying to issue a partial refund for an item that was damaged by USPS. eBay Communities says "issue a refund through Paypal". Paypal won't let me issue a refund because my Paypal account has no balance in it and Paypal doesn't give me the option to either add money to the account or just charge the credit card they already have on file for the refund. It seems like my only option to add money to the account is to open a Paypal Cash account, and the only way to do that is to apply for a Paypal debit card .... which is the dumbest thing I've heard so far this week. I've been going in circles for hours trying to figure this out and ebay and paypal's "help" articles just all point at each other. Any other recommendations?

To issue a refund, you have to have the funds in your Pay Pal account.
They won't pull funds from your funding source like they used to.
If they won't let you transfer money from your backup source, maybe get a friend that has Pay Pal that will send you some money and give them the cash.

Any well run business always has funds on hand to make a refund. You should too, no matter how small you are. Try to always keep a balance in your paypal account just for situations like these.

Funny how with Managed Payments we will not have the opportunity to keep funds on hand. Just Saying.

If you sell something under MP you will have "funds on hand" until your next transfer occurs. If you are on the daily transfer to bank plan then eBay will grab the refund from the next sale you make, failing that I imagine they will add it to your monthly invoice.
Really not much different than using PayPal.

True but the structure of MP is a bit different than PP.
This will also depend on if you do Daily or Weekly payouts.

Are you not able to make a transfer from your bank? It will take 3 to 5 business days which can be problematic.
