I have had quite a few buyers in the last 6 weeks not being able to bid because of unpaid item strikes. These are all repeat buyers with 2,000+ feedback of 100%. I can't find the place in my account where I can change the unpaid item strike limitations, can someone direct me?

If you wish to see your Buyer Requirements Activity Log:
Go to your Seller account Icon
On the black arrown drop down Menu
Choose Account Settings
Go to Selling Preferences
Click on "Your Buyers" Managing who Can Buy From You - it shows you who was blocked and why in the past 30 days.

ETA: If it does not show the ID, click on it - that account is now NARU

You will need to change your preferences to permit them to buy from you. However, that would allow anyone with two or more non-payment strikes to bid or buy as well. Are you sure that that is what you want to do?
By the way, this does not remove the strikes from their records.

Do you really want buyers who clearly have not been paying for their items?
That's why these people are being prevented from buying. If they're known repeat customers then it's fine, but I don't know that I would take that gamble.

It seems these buyers have not been blocked because of not paying or strikes, they are being blocked because eBay suspects they are shill bidders. I have 50 auctions sometime 2x a week, and the same guys bid on my slides every single week. So to eBay it might appear they are shill bidders, when in fact they are just trying to win. I know this because I have sent slides to every single one on them multiple times over the last 2 years.
