What do I do when a buyer claims they didn’t receive an item but the tracking number states otherwise? Now PayPal will not give me my funds.

If they've opened an Item Not Received claim, load your tracking number into the case.

I suppose adding the tracking number into the case might help.
Anything I sell over $50 these days gets the "Signature Required" option whether stated or not.

What good does that do beyond what tracking can do? Both prove delivery. What does the "Signature Required" gain for you that tracking doesn't provide?

It's a head game.
Signature means that someone has taken responsibility for the delivery.
It's like the greeters at WalMart, who are the first line of security, making slightly sketchy shoppers feel that they are being watched.
The buyer is either signing at the door, or these days, going to the Post Office, showing ID and signing.
No chance to claim theft by porch pirates.
Signature is quite cheap here in Canada ($1.50 cdn or $1.20 US) and we have postal outlets that are open seven days a week with extended hours. So it becomes a practical option for sales that are high value even if they don't meet the $650 level that eBay requires.
Still the OP is protected by putting the tracking number with its Proof of Delivery into the eBay or Paypal Dispute.

a whole faster to get your money back would to talk to a resolution specialist at paypal and let them see on their side that you did have tracking and it shows delivered to the address that they have on file. they can close it in a couple minutes. the other you gonna wait for a pretty good while

When a dispute is opened, the funds are automatically held. They will be released to you, but you need to add the tracking number to the case. If you do, the case will be decided in your favor. Tracking that shows delivery is one of the few seller protections eBay offers. (FYI: When the Item Not Received case is opened on eBay, proof of delivery is required to win the case. When the case is opened on PayPal, either proof of shipping or delivery is required to win.)

Just because tracking shows delivered and you will win your case by entering the number in the case, does not mean it was delivered to that address. Sometimes postal employees make a mistake and deliver it to the wrong house in that zip code.
I recently had a similar situation. I called MY postmistress, got the GPS that was attached to the tracking number (as it is to all.) Looked up the address. Then I emailed the buyer with the GPS and address. Had her call her PO. The PO is responsible for retrieving the package and delivering it to your buyer. In my case, my buyer called the wrong recipient and got her package.

If the buyer opened a "item not received" case against you, you must upload a tracking number to the case ASAP! Time is of the essence. You only have so much time or ebay will find against you.
Once you've done that, relax. The case should eventually be closed in your favor and the funds released to you.

It would be a Help! to all, especially those searching for an answer to the same problem, if the Subject line had a little about the subject.
Just a thought, others here may have a different viewpoint.
