I just tried to relist an item and at the very end got this message:
Finish setting up your selling fee payments on PayPal. We'll share some of your contact details with PayPal so you won't have to re-enter them.
I have always paid my insertion fees at the end of the month. (17 years) What does this mean?

Maybe the back-up credit card expired. That happened to me. All you have to do is update it with the new expiration date.

Sounds to me like a glitch, but why don't you call PayPal and ask them?

In order for eBay to automatically pay your invoice from paypal when it is due, you must log into PayPal and proactively grant this access to eBay.
If you have already done this in the past, the access credentials may have expired or been deleted and you may need to re-authorize eBay's access to your PayPal account.
If you have never done this in the past, perhaps eBay is trying to nudge you into doing it.
