The new format does not have the refund button available. If I add tracking number before issuing partial refund, ebay will not refund the fees. They overcharged buyer shipping costs by $27.00. I took screenshot of the information I entered. Not my fault.
I only have an android platform. Where is the option to use classic form. Customer service was no help

Go to SELLER HUB, ORDERS (click on item and click on "drop arrow" and select "send refund").

Another case of fixing that which is not broken.
This is on a PC. Mobile may be different.
I found that some of my sold items, where I used the little down arrow to do a refund, or other action no longer shows the drop down window.
I have to click on the order number, and a new window opens.
Way over to the right it shows "sell similar", and that is where the drop down window for "more actions" is now located.

Thank you. Actually I finally found it. Hit order details. Been having to refund shipping a lot lately. I always take screen shots of package details i enter. Has been happening a lot. Ebay says it is my fault, until I advise them of proof. I don't even bother anymore.
Thank you for your help. Kathy

How did the Buyer get charged extra for shipping?? They were happy with the purchase. When eBay showed the cost when they checked out and they paid that money is yours. Don't sell yourself short on what you make.

Wow, that really makes no sense at all. Amazing you found that.

Had a buyer error return, and stumbled onto it as I started looking for some way to refund after the usual way was missing.

I’m curious how it is eBay’s fault that your buyer was overcharged since you are the one entering the shipping method, weight etc? I noticed that on some of your listings you use usps retail ground which is a version of parcel select but is available only at the post office and is more expensive then parcel select. For these listings are you printing your labels online and using parcel select? If so, that explains why buyers are being charged more. You are advertising a service that is priced at a retail rate but printing a commercial rate label. If that is the problem then you can solve it by charging for parcel select instead of retail ground.

A lot of things these days on eBay can only be found by accidently stumbling across them.
