HTTP 403: This page is forbidden, shipping policy

Hi guys, l am creating a shipping policy with free domestic shipping, paid international shipping & exclusions. When l'm done creating it & l try to  save, l get an error message which says "Please provide the correct information in the highlighted fields, HTTP 403: This page is forbidden". unfortunately there are no highlighted fields & l don't know what needs to be fixed on the policy. l hope someone can help me figure it out, thank you.

Hi, I have also a problem when I tries to save the shipping policy on ebay " Please provide the correct information in the highlighted fields
