I talked to E-bay and the only way I can submit an invoice is when you have auction wins and / or best offers submitted or combine shipping orders. I need to create an invoice on e-bay before the product is sold and send it to a buyer. Can it be done?

You'll have to list the item first, then the buyer can buy it.

How does a buyer know they want what you have if it's not listed? Are you adding other items to a 'sold' invoice?

Hi, If a customer would like to know the total price of auctions they might win. You could send it through the chat to them. Same if someone would like to know the total of different items they would like to buy. Hope this answer you question. Good luck Everyone!!

It is not possible to send an invoice in the manner you are asking about. I get requests frequently from buyers to "just send me an invoice" and I have to explain to them that it is not possible.

They will contact you through one of your ads, seeing if you have certain items of interest which are not listed. And if I do have them; then they want me to create an invoice of certain ones I have in stock and send it to them.

Thanks, I thought I was on the right track but giving me this feedback is helpful.

Got it. I've sold to things to buyers and have sometimes referred to other things I have that aren't listed (if I thought they'd be interested); I've had buyers ask if I have 'other' things they might be interested in, too.
With those items, I put the un-listed ones into a 'lot'... maybe showing 3 or 4 pics of the group. I then offer that the buyer look for that listing (maybe use keywords nobody will search), and have the buyer grab the listing. I may still have to send an adjusted invoice (s&h, etc.)… but it's easy to create in eBay. It's much easier than listing the others individually and going through the motions (both buyer and seller) many times.
Just be careful not to invoice anything that isn't listed. The eBay gods will be angered. Good luck!

Send them a money request for goods through PayPal

Doing what you suggest is against eBay policy. See @pburn link above.

If you've agreed on a price already (which you presumably have, if you're looking to send an invoice), then just do a bare-bones listing for the item(s) and a BuyItNow (Immediate Payment Required) price. Send your interested buyer a link to the listing (or its listing number, at minimum) so that he can find it quickly. Sell to the first person who pays you for it. No invoice needed.
Note that sending him an off-eBay invoice would reveal your address to him, which opens you up to all kinds of very convincing scam replies in return, such as fake payment notifications and so on. Stick to the process in the paragraph above and you will keep the sale on eBay, along with what seller protections are available to you.

You're looking at big time trouble if getting caught doing that. You can not send invoices for something you have for sell that is not listed on Ebay. If someone asks you if you have item xx tell them yes and you will list it for them to purchase. They will already know the price when they g to buy it. If they want various other items (that are listed), they can ask you for a multiple item discount.

I have done it many times thru Pay-Pal. No different then a company that uses Pay-Pal to process payments. If I sell something thru a non eBay site I send an invoice thru Pay-Pal and they get their cut.

The only way is to create the listing first on eBay and then send a link to your buyer. You can't create an invoice until after the buyer pays.
