I have an item on a 7 day auction, but had someone offer me a price that I am willing to accept. I don't know why, but I am unable to "Send Offer" to that person like eBay directs me to. Some assistance, please.

You are a brand new seller. Not to be negative but this person is most likely a scammer. We see it here every day. Let the auction ride out for the 7 days. PS Your listing isn't really worthy of an auction. There are literally 10's of thousands of those on Ebay.
As a new seller, this is the route to go:
Buy it now fixed price
Immediate payment required checked off
NO best offers
Do not accept any payments off the Ebay platform. If this person says they can't pay because they're new or whatever, it's not your problem. You have the proper payment method mapped out in your listing.
Again, not to be negative or rain on your parade, new sellers are sitting ducks for scammers.
Don't fall for it. Let the auction ride out the 7 days. If you don't sell it, relist it with the info I provided for you. You'll get more serious buyers and actually get paid.

Your inability to send an offer might be one of these reasons listed on the Help pages:

If a buyer sends you a question about an item you have listed in a fixed-priced format, you'll have the option to reply with an offer. If you've already replied to the buyer but wish to make them an offer, you can find the Reply with offer button in your first message to them.
