This is smooth and I bet it's costing Ebay a lot of money.
Buyer searches for a item by guaranteed Delivery
Looks for the one or more that offer first class package delivery and furthest away from their location
Buyer purchases from that seller
Since first class dates listed are not even close to delivery than actual buyer contacts ebay due to INR
Buyer gets a $5.00 off coupon from ebay and a free return
Now buyer can reorder the same item and get $5.00 off on Ebays tab!!!

Have you heard of anyone doing this to a seller?
Seems like a lot of time and effort to save $5.
Especially when the buyer could just file a fraudulent SNAD and get it for free.

Happened to a good friend of mine. Their buyer sent them a email outside of ebay saying that they got 5 bucks back from ebay and could care less about them.

Actually, the buyer gets a $5 voucher and keeps the item.
And it's not INR: It's "report late delivery".

For a combined shipment, the buyer gets $5 for each item in the shipment. This $5 assumes free shipping: If shipping was charged, the buyer is refunded the shipping instead, which may be more or less than $5.
