Make sure it actually is the Global Shipping Program you’re dealing with, though. There are currently three different international forwarding services under this site’s umbrella and I’m finding people don’t always refer to them by the proper name. They don’t all work the same way.

eBay would be the one responsible for a lost package sent from the global shipping center. If you are the buyer, open an item not received case, if you are the seller, advise your buyer to open an item not received case, it will likely be identified as a global shipping case right away and you would get a notification telling you that they are taking care of it.
If you are the seller an have questions regarding this or wondering if there are exceptions, give more info.

You may get a little more insight into where the package was last seen by plugging in your tracking number at https://parcelsapp.com/en/tracking/ and see what you get back.
I've found it to be very good at combining scans from multiple carriers, including those that eBay does not seem to consult when showing you the tracking status, and including packages carrying two tracking numbers (e.g. for eBay International Standard Delivery: USPS tracking to the consolidation center, followed by Asendia tracking on the international leg of the shipping).

I've also found that putting in a trace as you suggest sometimes
suddenly "Finds" the package and gets it moving.

I second @a_c_green's endorsement of the Parcelsapp site. It also often provides a lot more details on the scans than the carrier's site.
Having said that, I try to encourage buyers not to watch the tracking of their items until just before the delivery window. Finding out where their items were last scanned doesn't generally make them arrive any faster or in better condition. 😋
Sellers, on the other hand. . . 😄

I was not sure which of your sold items you were talking about but I looked at one and apparently, at least this item, went through the eBay International Shipping program. I believe the hub for that program is located in Chicago.
The company running the EIS program and/or eBay is responsible for the delivery of the package to the buyer once it leaves the hub. As others advised the buyer should simply open a INR case with eBay if the item has not arrived by the projected delivery date.
