Hello,
I know that eBay is now pushing the Global Sales Program, but I have a question. A few years ago, I was doing great with the Global Sales Program. I was selling quite a bit to Global Sale Buyers, which made my U.S. sales go down and lost my Top-Rated Seller status. I messaged with eBay and thought a sale is a sale no matter where it goes right? I guess not. Global sales brought down my U.S. sales status. Have they changed anything about this yet? They should go off your total sales figures and not to split them into two different categories. This made me not to sell Globally any longer.
Any thoughts on this?

My thoughts are that the criteria for Top Rated Seller have always been available on the eBay website, and eBay is not going to change them just because you think they should be different.
To become a Top Rated Seller, you must meet the following guidelines:

I understand that this is eBays criteria on this, but they should tell you about it in this new Global Sales Push article they are having and not to let sellers think that there are no drawbacks to this program.

It's easy to see the OP's POV I think. So he could have thousands of sales, but because only 200 or so are to US sellers, he cannot be a TRS? Had no idea.
