Global Shipping Program - Who pays when an item was not delivered? Ebay or the seller?

Who pays when the buyer didn't get the item? Ebay or the seller? I understand the seller made his job by delivering the item to Erlanger KY . Then its Ebay Global Shipping Program responsability right? Or i am wrong ?

You're right if tracking shows delivered to Erlanger.

In two instances similar to that, ebay has let the sale stand as usual, and refunded the customer (not from my sale proceeds)...there was no loss from my side of the ledger.....

eBay will handle the refund, and close the case in your favor if the buyer opened one.
