Global Shipping Program Troubleshooting

I have a buyer from Spain who wants to buy an item that is Global Shipping eligible.  She says that when she went to check out it says the item does not ship to Spain.   I told her to try checking you through ebay.es rather than ebay.com (is that how this works?)   The item shows up on the ebay.es site.   Any other ideas about why this would not be working?

Are you sure the listing is opted into the GSP. The first 2 listings I pulled up have US shipping onl.y The Prana dress you have listed is in the GSP & spain is listed.

Yes, I double checked that it is Global Shipping eligible.  I also made sure that it  had no shipping exclusions.  However, when I pulled up the list of countries Spain is not listed.  It also shows up on the ebay.es site (why would it do that if it couldn't be shipped to Spain?)

Do you know how to manually add a country?  I have no idea why Spain is GSP eligible for one listing but not another when I indicated no location exclusion for both listings.
