Giving customer a choice of shipping services

I have a set of pruners (another account) that are light enough to go First Class, but since I used auction format to take advantage of a freebie I also offered Priority Mail in case someone was giving them as a gift. Started with Free FC shipping and added PM, but was afeared that somehow the free shipping would apply to PM too. So I said OK, I'll charge for shipping either way the customer chooses. Looking at my pruners from this account the price is $6.70 either way for less than one pound. First Class less than 1 pound is $4.94 to me at discounted rate, so it should be $5 something that shows to a buyer. What gives?

You are probably using Retail Rates for the calculator. First Class Retail only goes to 13oz so it gets bumped to Priority.

Change the calculator to Commercial to enable First Class to 15.99oz.

I see no way to change the calculator. Clicking on it takes me to a more detailed page, but I see no indication that it is retail or commercial.

The option of whether to show retail or online rates for shipping is set up in your Site preferences.  Under "Shipping," it's called "Offer carrier-specific discounts to buyers".
