I have an open case right now where the buyer says the item was not received and wants a refund, but the tracking from the USPS shows delivered. The buyer even opened up a case with the USPS, and it shows the USPS already closed it. The buyer won't contact me back. I input the tracking in the case showing that the item was indeed delivered to the buyer to try and protect myself. I need to get in contact with a real person over the phone, but all I get is their automated system telling me to go back to their "Help Center" online. I say I want to speak to a representative, but when I say the issue it always just sends me back there. This feels like too much headache over a $7 item bought from a completely fresh account made the same day....

All you need to do is upload the tracking number showing it was delivered INTO the case. That's it. You will win. Though they do wait a certain number of days now before closing the case. There's no need to call anyone, this is a VERY common occurence. Just enter the tracking numbr in the case & if it shows delivered, you're good.

Well start by entering the tracking number in the case.
When it times out for response from buyer you will win this case if shows delivered.
Now buyer can go after such with a payment dispute as well.
That can cost you an extra 20.....
As for contacting eBay do not use numbers found on the net:
most are fake and scammers.
