Considering selling some lug nut to a buyer in Germany. Aside from recyclable materials is it just a normal transaction? Anything weird I should know about? I won’t get some weird tax fee later on? Kinda nervous about it actually. I still have to let the buyer know if I’ll sell to him. I heard about some $800 thing when I tried to buy something from the uk last week. No one would sell/ship to me after trying numerous sellers.

Since your listings show the eBay International Shipping program for international sales, it's actually lower risk than a domestic sale, and no bill or anything will show up later. However, many times auto parts (even things like lug nuts, potentially, though not guaranteed), could be disqualified for international shipping to all destinations or just some, so they'll have to see if that item is eligible. You'll just ship it to an eBay facility here in the US and they forward it on to the buyer.
The $800 de minimus rule is for buyers in the US purchasing things for other countries, it does not impact selling from the US to other countries.

Do you know how or where they are to look for eligibility?

You can just go to the listing and try to change your shipping destination (for the estimated shipping) to Germany. If it appears in the list, the item should be eligible to ship to Germany. If it doesn’t, it’s disqualified for some reason.
