Funds on hold for open case

I have a rather odd question. A buyer opened a case for a refund today for item never arrived. There is no tracking for this item. Item purchased on January 23rd. Delivery estimated around February 13th. Open case today on the 20th and funds put on hold and then released on the 20th same day. I actually didn't do anything yet. Why was the funds no longer on hold?

I did refund them. And I also blocked them. I feel nothing such as a envelope gets lost in the mail.

Do they only have 30 days from the date of planned receipt to file an INR?

 

You said it's estimated Feb 13, it's now March 20, that's more than 30 days.

 

That's the only reason I can think of why funds would be put on hold and immediately released. They are no longer eligible to file an INR.

 

If it were me, and a low value item, especially from a repeat buyer, I'd be inclined to refund anyway. If they've waited so long they can't file an INR, they're being more than reasonable in letting enough time pass to get their item.
