Shipped a video card to someone in a apt. Says deliverd to office even though I never gave usps permission to. Buyer 3 weeks after it was delivered says she never got the item. Found out her apt. Complex and called the office they said the package was in their back room. Contacted buyer that the package was waiting for her. She then picked it up. Closed the case day later but my funds were still on hold due to her request. Called Ebay the last week and they tried to do a manual release and it's not working. Called them once per day now for a week finally got someone that was willing to help and said he escalated it to highest department whoever that is. Still waiting over a week later for funds to be released. Horrible service no apologies. So from now on no longer selling to apartments due to no proof of delivery. Ebay loses money when I do not sell so they are shooting themselves in the foot. Just **bleep** service. Beware.

The concept of "confirmed" addresses is no longer involved. Your only Shipping obligation as a seller is to ship to the address you receive with the payment. Period. As soon as your tracking number shows a Delivered status to the City and ZIP of the address provided with the payment, your Shipping obligation is complete and you are protected against Item Not Received disputes.
(Note that for sales of $750 or higher, you must use Signature Confirmation in order to maintain your Seller protection against an INR.)

A confirmed address doesn’t offer any extra seller protection and hasn’t for years. If the seller can show with tracking that item was delivered to the address used at payment, the seller is covered.

I think that the problem for you is more a Managed Payment issue, not an apartment issue. Anyone can open an inr claim even if the tracking shows the item was delivered but I’m getting the impression that it takes longer for the hold on funds to get taken off in MP than it did with PP. But as I said, that’s an impression I’m getting, it’s not based on experience.

Correct. It's as simple as that. It doesn't matter if it's a house, an apartment, apartmetn 1, apartment 2, apartment 3 or apartment 2409.
