What you are describing sounds exactly like what happens to a seller who was given a deadline to enroll in Managed Payments, but who did not complete the signup process.

The reason you cannot list or revise items is because you never enrolled in MANAGED PAYMENTS.   All sellers are required to enroll if you want to continue selling on EBAY.     EBAY no longer uses PayPal for their money management.

 

To enroll you must provide checking account (routing#) and social security card (for tax purposes).  Name on checking account, social security card and EBAY profile page must be EXACT MATCH (otherwise your application may be denied).

As far as I understand, the changes will take effect at the end of June.
But I think this is not the reason. There are no such problems on my second eBay account.

The second account doesn't matter.  Each account will be given a date and they may be different dates.
