Hi @dtexley3, we've passed along your feedback. For the benefit of others reading this thread I will include reasons why a buyer won't be able to use the Request total from seller option.
My question (which I was unable to post before chat closed) is why on God's green earth does eBay's system think an item being "on sale" is a legitimate reason to DENY a buyer the right to 'request a total' for combined shipping????
This makes ZERO sense. The rquest a total is (and always HAS been) regarding a combined shipping discount - not the freaking item.
As dtex said - sales are being lost here as not every buyer is willing to contact a seller when they encounter this. Not exactly what I would call a "good buyer experience" either btw.

For me personally Forced IPR is the worst thing eBay has done (to me) since the day about 10 years ago when they rejigged my Categories. Actually it's worse than that because that change gave me a lot of grief and effort to fix but it didn't annoy my buyers like the forced IPR does.
In that list of reasons they left out "because we want to help you avoid non-payment issues", that is the ONLY reason possible for my issues because none of the others apply to my listings yet the "request total" button is often not active.

well I would say that since you have already marked the items down, to allow combined shipping on those items would further reduce eBay's cut of the sale.

Hi @lookng2015, when an Order Discount it offered it combines the items into one order and then applies the discount. Because it works this way, the Request total from seller option isn't available since items cannot be combined and discounted twice. Setting up a shipping discount profile or a shipping order discount are the suggested ways to offer shipping discounts on items that currently have other discounts on them. With that said, I'm happy to take note of your feedback and pass it along to the appropriate team.

There's no reason why items that are on sale should not qualify for reduced combined shipping. The two things have nothing to do with each other. Ebay knows what the discount is, there is no reason not to just reduce the price of the item and allow all the other functionality. Seems like someone is making assumptions that the two would never go together.

I really don't believe they do. Or if they do, very, very little. And none have worked in actual retail either.
