Hello, dear community
I have been selling sports flags of various clubs on ebay for over five years now
For the past three months I have been banned by ebay from selling NFL flags for infringing intellectual property. Well, I abide by this decision.... But I see a lot of NFL flags being sold on ebay and exactly the kind I was banned from selling, I do not understand? What is forbidden to me is permissible for others? Is it selective justice?
Please let me know what the situation is

They just haven't been caught yet or they aren't exactly like the ones you wanted to sell.
You just need to accept that you can't sell them here. If you try, you will only get yourself into deeper trouble and risk getting banned from selling here all together.

That would suggest that you are making the flags yourself, not buying them from the legitimate licensed seller. That, by definition, means that these are counterfeit. That alone gets your products bounced. And if the other products you are selling are also unlicensed then be prepared to have your account shut down.
I would suggest that the flags you see are either properly licensed flags and, therefore, allowed. Or they are also counterfeit and just haven't been caught yet.

Before reading the other reasons which I'm certain are the reason yours have been flagged. Another reason is often that you are using the photos that the company uses on their own web sites, Certain companies are picky about that. You should always take your own, but its all too easy to use what's available. Especially when ebay gives you the option to import them from a website.
