One Of My Buyers Are Trying To Bid On More Than 1 Item, And Received This. Never Saw This Before, How Do I Fix It? Thank You

You have two options, both starting here: https://www.ebay.com/bmgt/buyerrequirements

You can uncheck the box that says "Block buyers who are currently winning or have bought 1 items in the last 10 days" or change the number to a higher value.

Or you can scroll down and click to Manage exempt buyer list (or click here: https://www.ebay.com/bmgt/ExemptBuyers) and add them to the list, if you don't want that setting changed for other buyers.

and scroll down to find this setting 

Note the underlined number in the blue rectangle. That can be changed, if you want. 
The yellow at the bottom can have this blue rectangle setting only apply to buyers with a certain number of feedback. Again, change that too if you want. 

If you want to eliminate the block altogether, leave the box unchecked (obscured slightly by my blue rectangle).
